MEMORANDUM FOR RECORD:

SUBJECT: Exemption of Dr. Masao Tsuzuki of Restrictions Under
the Purge Directive to Work with Atomic Bomb Casualty
Commission.

1. The Atomic Bomb Casualty Commission consisting of Dr.
Paul S. Henshaw, Dr. Austin M. Brues, 1st Lt. James V. Neel, MC,
1st Lt. Melvin A. Block and Lt. (jg) Frederic W. Ullrick, USN,
reported to this theater in compliance with War Department
orders (Tab A) and presented their over-all plan for study of
the surviving atomic bomb casualties in the region of Hiroshima
and Nagasaki.

2. Confidential letter from War Department in reference
to these studies recommended that the services of Dr. Brues and
Dr. Henshaw (Tab B) be obtained upon the request of Dr. Brues and
Dr. Henshaw.

3. Dr. Masao Tsuzuki has been requested by Dr. Brues and
Dr. Henshaw as one of the Japanese they immediately desire (Tab C).

4. Dr. Tsuzuki has come under the provisions of the purge
directive of 4 January 1946 and has been relieved of his govern-
mental connections. Dr. Tsuzuki was formerly professor of surgery
at the Imperial Tokyo University and Chief of the Medical Section
of Japan National Research Council.

5. Dr. Brues and Dr. Henshaw have returned to the United
States in order to formulate plans for conducting a long range
study of the physical effects of radiation, leaving Lt. Neel and
Lt. Block in Japan for the immediate work (Tab D). Recently Lt.
(jg) Ullrick has been relieved of his duties with the Commission
and has returned to the United States. He has been replaced by
Lt. (jg) Fred M. Snell, MC, USNR (Tab E).

6. The activities of the Atomic Bomb Casualty Commission
are being coordinated by this Section and supervision is maintained
by Public Health and Welfare Section of their work in this theater.

7. It is recommended that approval be given to the accompany-
ing directive to the Imperial Japanese Government for the exemption
of Dr. Tsuzuki from the terms of the purge directive insofar as
this prevents his employment by the Imperial Japanese Government
in the capacity of advising and assisting the Atomic Bomb Casualty
Commission as this Commission may require.

8. It is further recommended, in order to facilitate the
work of the Commission, that the accompanying instructions to
the Commanding General, Eighth Army be approved.

9. Concurrence by Government Section (Lt. Col. C. P. Marum)
obtained.

件名：原爆傷害調査委員会（Atomic Bomb Casualty Commission）勤務のため、都築正男博士を追放令の制限から除外する件

原爆傷害調査委員会は、ポール・S・ヘンショー博士、オースティン・M・ブルーズ博士、ジェームズ・V・ニール少尉（軍医）、メルヴィン・A・ブロック少尉、フレデリック・W・ウルリック中尉（海軍）によって構成され、陸軍省の命令（別紙A）に従って当地域に到着し、広島および長崎地域における原爆被災生存者の調査に関する全体計画を提示した。
これらの調査に関して陸軍省から送られた機密書簡では、ブルーズ博士およびヘンショー博士の要請に基づき、両博士の協力を得ることが推奨されていた（別紙B）。
都築正男博士は、ブルーズ博士およびヘンショー博士から、彼らが直ちに協力を得たい日本人の一人として指名された（別紙C）。
都築博士は、1946年1月4日付の追放令（purge directive）の規定に該当し、政府との関係を解かれていた。都築博士は、かつて東京帝国大学の外科教授を務め、日本学術研究会議（Japan National Research Council）の医学部門の責任者でもあった。
ブルーズ博士およびヘンショー博士は、放射線が身体に及ぼす影響について長期的な調査を実施するための計画を策定する目的で米国に帰国した。その間、当面の調査業務のため、ニール少尉およびブロック少尉は日本に残った（別紙D）。最近、ウルリック中尉（海軍）は委員会での任務を解かれ、米国に帰国した。後任として、フレッド・M・スネル中尉（軍医、米海軍予備役）が着任した（別紙E）。
原爆傷害調査委員会の活動は当課が調整しており、当地域における同委員会の業務については、公衆衛生福祉課が監督を行っている。
添付の日本帝国政府宛指令について、承認することを勧告する。この指令は、追放令の規定によって妨げられている限りにおいて、都築博士が日本帝国政府に雇用され、原爆傷害調査委員会が必要とする範囲で同委員会に助言および協力を行うことができるよう、追放令の適用から都築博士を除外するものである。

さらに、委員会の業務を円滑に進めるため、添付の第8軍司令官宛指示についても承認することを勧告する。
