SUBJECT : Revocation of Authority to Retain
TSUZUKI, Masao.

1. Reference: Memorandum to Central Liaison Office,
dated 24 March 1947, Subject: “Exemption of TSUZUKI, Masao
from Provisions of SCAPIN 550.”

2. Authority granted in subject memorandum to retain
TSUZUKI, Masao temporarily in the public service is rescinded.
TSUZUKI will be removed from the Atomic Bomb Casualty Commission
without delay.

Re: Subject memo to CLO
Memo For Record, dated 22 March ’47, subject:
“TSUZUKI, Masao, Exemption from Provisions of SCAPIN
550 for Service with Atomic Bomb Casualty Commission.”

1. In the course of a discussion 17 July 1947 between Col.
Kades, Deputy Chief of Government, and Col. Sams, Chief of
Public Health and Welfare, the latter expressed the opinion that
TSUZUKI’s services were no longer required and that although his
authorized temporary retention has approximately two months be-
fore completion, he should be removed forthwith.

2. Mr. YAMADA, Chief, Political Affairs Section, CLO has
been instructed to report within 10 days the action taken in
compliance with the above memo.

3. Col. Sams has been shown the above memorandum and
his approval received.

件名：都築正男の留任権限の取消し

参照： 1947年3月24日付、中央連絡局宛覚書。件名「SCAPIN 550の規定から都築正男を除外する件」。
上記覚書によって与えられた、都築正男を一時的に公職に留任させる権限を取り消す。
都築は、遅滞なく原爆傷害調査委員会（Atomic Bomb Casualty Commission）から解任されるものとする。

件名：中央連絡局宛上記覚書について

1947年3月22日付記録用覚書、件名：
「原爆傷害調査委員会勤務のため、SCAPIN 550の規定から都築正男を除外する件」

1947年7月17日、政府課次長ケーデス大佐と公衆衛生福祉課長サムズ大佐との間で行われた協議において、サムズ大佐は、都築の職務上のサービスはもはや必要ではないとの見解を表明した。また、都築の一時的留任について認められていた期間は終了までなお約2か月残っているものの、直ちに解任すべきであるとの意見を述べた。
中央連絡局政治課長の山田氏には、上記覚書に従って取られた措置について、10日以内に報告するよう指示された。
サムズ大佐には上記覚書を提示し、その承認を得た。
